Committees of independent judges with expertise in bill writing chose these bills as the best of the 2026 Youth Legislature session. Best Bills do not have to be approved in one of the three chambers to be considered for the award:
Senate Best Bill
SB17 by Carson Washington, Loveless Academic Magnet Program, Montgomery – An Act Establishing Remittance Transfer Fee to Support Immigration Reform Initiatives – Establishes a 3% remittance transfer fee on certain monetary transfers to foreign countries. Fees are to be remitted to the Alabama Department of Revenue and deposited into the Immigration Reform Fund to be used for education, job skills programs, legal assistance, tuition assistance and other initiatives in immigrant communities in Alabama.
House Best Bill
HB6 by Parker Stai, Montgomery Catholic Preparatory School – The Alabama Transportation Efficiency and Traffic Management Act – Transition all traffic lights in Alabama to roundabouts over time.
First Year Best Bill
FY37 by Vincent Schilleci, Mountain Brook High School – A Bill to Reform the Parole Board of Alabama – Allows state inmates to attend and participate in their own parole hearing, either in person or virtually, to provide relevant information.
